The Orlando Operations Center is a 28,000 sq ft joint facility that provides public safety support and the continuity of government during a major disaster. The Orlando Operations Center is comprised of four major operations for the City of Orlando. It houses the Traffic Management Center, the 911 Communication Center (both OFD and OPD), the Network Operations Support, and the Emergency Operations Center.
Emergency Operations Center
An emergency operations center (EOC) is a centralized place where government officials and representatives of emergency response agencies can go to jointly manage major emergencies and disasters. EOCs are designed and equipped to gather and analyze incident information and organize large-scale response and recovery operations. EOCs have several levels of redundancy for critical systems such as electricity, internet and communications to ensure that they can continue operating in disaster environments when primary systems may not be available.
The current City of Orlando EOC has been operational since October 1, 2001. This state-of-the-art facility was constructed to support a centralized command and control operations.
The EOC is 8,000-square-foot center features an operational area with workstations for functional groups including police, fire, health, infrastructure and finance/administration. There is also seating for GIS personnel and supporting agencies such as the Red Cross, Orlando Utilities Commission and others. In addition, the facility has a Executive Policy Group room where decision-level managers convene to set strategic and executive level objectives and share incident information, a media room ( joint information center ) that supports public information development, a media briefing room, classroom, kitchen and staff offices.
The EOC has a variety of technology to facilitate operations including access to radar, cameras, power outage maps and flood sensors to provide the most accurate and up-to-date information available. Web-based log-in programs record incident actions.
The City of Orlando EOC is used almost every day of the workweek for meetings, training, workshops, exercises and responses to major emergencies and disasters. The EOC always maintains a constant readiness status to support any major emergency that requires multi agency or multi jurisdictional coordination and support efforts. In addition, the EOC is visited by many public safety or emergency management personnel from all over the world.
In the event that the EOC becomes damaged or otherwise unavailable during a disaster, the City of Orlando Office of Emergency Management can establish operations from the Alternate Emergency Operations Center. The Alternate Emergency Operations Center can establish and maintain command and control with the utilization of portable satellite system and, laptops, and a deployable contingency package that is able to support operations from any location.
